He'll need to determine what's more annoying - either no popup, or deal with the floatbar in that scenario. I'm guessing it doesn't happen on all sites, just that he might go to a lot that use HTML5/Flash content so it seems that it happens a lot. I know you said every site, but can you provide one so i can have a look and confirm that it's the site not something else. Only other reason I can think of that would cause that, is an extension that is adding some code that the floatbar is picking up and showing. Otherwise there's no reason why it should show all the time. If you're running any extensions, try disabling them all and see if it still happens.
