In accord with long-standing convention and the tooltip (see screenshot), I had set my search engine to call %s. When I tried a fresh install of Maxthon I realized that the search engine calls for %us, which is actually working correctly. So %s causes the encoding issue. I tested by changing to that to see what happens, but it worked either way.I have created my Maxthon account in 2011 (and I am logged in that account on both laptops), so maybe there is some conflict settings I've set back then in 2011 in old version of Maxton.
