Less a bug, more that it just hasn't been coded to check if the last session list has anything before displaying. I'm thinking it's one of those things that isn't too hard to implement. IF lastsession (empty) open QA, overly simplified sure, but that's basically the code. But for what ever reason just never made it to the TO DO list. If you have not set the browser to open Last session on start up, then it shouldn't open. So it sounds that you have set Last session to open on start up.
