    Restoring from local data does not solve the problem. I went back to version 7.3.1.3800. The quick access toolbar tabs returned to their place. I installed version 7.3.1.4000 again. After installation, the panel was displayed as it should for 2 seconds, then changed to the default. Restoring from local data does not help.
    Rollback to version 7.3.1.3800.

    Same problem for me.
