- Same problem still continues. Manual sync button cannot override the cloud settings.
- So, the browser still pulls previous broken settings from cloud - even all sync are disabled - and that brakes Google Voice search.

I don't think its related to extensions. As I've tried today with all extensions enabled /disabled but, Cloud sync disabled, and Google Voice Search working perfectly.
Cloud Sync (Bookmarks, Passkeeper and QuickAccess only - Setings sync disabled), it still pulls some settings from the cloud and it brakes Google Voice Search. So, you cannot reproduce from your end is normal. (This started with v1000)
I believe some settings are mistakenly braked (when I installed in v1000) in cloud and no matter how much I tried, it won't overwritten when manually sync.
Another thing is even I disabled all sync settings, it still brings those settings from cloud._\
