I think it's caused by the old plugins.ini-converts-to-ansi-sometimes-bug.
But since I switched 2 error messages, you don't get the proper message, that should be:
Could not open your Maxthon/Config/Plugins.ini file!
Enable the option "Use FileSystemObject" in Setup.
If that doesn't work you can also try to convert plugins.ini to ANSI format.
Close Maxthon.
Make a backup of plugins.ini, open the file with Notepad and click on file->Save As, then click on ANSI and save it as plugins.ini.
