NTZPHYR I have something very similiar to your issue. The scroll bar is the total bar in height but under it I can see an edge of what seems to be another scroll bar. When I move my scroll wheel that bar moves a little and the page appears to scroll but it actually moves a little bit and goes back to its original position. Is this similiar to your issue?

Yes jerber, that is exactly how my scroll bar was working prior to the installation of M2.1.5.1070 using IE8 mode. Now I am able to scroll with the wheel despite the scroll bar showing the entire height. But at least I can scroll with the wheel in MSC!!!
